Improving the Heart of BWI
An important airfield construction project be underway this summer and fall at BWI Thurgood Marshall Airport, the full rehabilitation of Runway 10-28.
Runway 10-28, the longest runway at BWI Thurgood Marshall Airport, will be temporarily closed from July 22 through October 8 in order to to accommodate the work. This runway rehabilitation project will include milling and overlay of existing runway asphalt pavement of the full length of Runway 10-28, plus the intersection with Runway 15R-33L. In addition, the project will enable selective grade correction to improve drainage along Runway 10-28 and include the installation of new LED in-pavement lighting.
A full closure of the intersection of Runways 10-28 and 15R-33L will take place 6 nights a week (no intersection work on Sunday nights/Monday mornings) from August 4 through October 7. We have worked extensively with the Federal Aviation Administration (FAA), our airline partners and other stakeholders to ensure flight schedules are modified to accommodate this vital construction work.

o Tuesday, Wednesday, Saturday nights: 10 pm – 6 am (8 hours)
o Monday, Thursday, Friday nights: 12 am – 6 am (6 hours)
o No work in the intersection Sunday nights
o No work in the intersection Labor Day weekend 9/3/26 – 9/7/26
• Intersection Closure: 9/24/26 – 9/30/26
o Monday – Saturday nights (Tuesday – Sunday mornings) 12 am – 6 am (6 hours)
o No work in the intersection Sunday nights/Monday mornings
• Intersection Closure: 10/1/26 – 10/7/26
o Monday – Saturday nights (Tuesday – Sunday mornings) 1 am – 5 am (4 hours)
o No work in the intersection Sunday nights/Monday mornings
• Project concludes: 10/8/26
Residents of communities near the airport will notice a change in flight patterns throughout this project. These changes are only temporary and normal flight patterns will be restored as work concludes on October 8.

Runway 10-28 is one of BWI’s most critical airfield assets and is the airport's longest runway at 10,500 feet. It was last rehabilitated in 2012, while the Runway 10-28/15R-33L intersection was last reconstructed in 2011. After more than a decade of continuous aircraft operations, the pavement and electrical infrastructure have reached the point where rehabilitation is necessary to maintain FAA safety standards and ensure the continued safe and efficient operation of the airport.
BWI Thurgood Marshall Airport will remain fully operational throughout construction. Commercial passenger, cargo, military, and general aviation operations will continue using the airport's remaining runways.
The project includes:
•Mill and overlay existing runway asphalt pavement, full length of Runway 10-28 plus the Runway 15R-33L intersection.
•Selective grade correction to improve standards compliance.
•New LED centerline, touchdown zone (TDZ) and edge light fixtures with new wiring.
•Salvage and replace other in-pavement lights.

BWI Thurgood Marshall Airport will remain fully operational throughout construction. Commercial passenger, cargo, military, and general aviation operations will continue using the airport's remaining runways. Temporary operational adjustments will be made to safely accommodate aircraft during construction.
Many portions of the project require continuous construction operations to safely complete pavement milling, asphalt placement, electrical work, and runway grooving over the full length of the runway.
In addition, maintaining continuous closure allows the work to be completed more efficiently, reducing the overall duration of construction and minimizing long-term operational impacts.
Beginning August 4, rehabilitation of the intersection of Runway 10-28 and Runway 15R-33L requires both runways to be temporarily closed during scheduled overnight construction periods.
Outside of these scheduled overnight closures, Runway 15R-33L will remain fully operational.
We have worked closely with airlines and other partners to ensure the impact will be as minimal as possible. Passengers should check directly with their airline for the latest flight information. While airlines have planned for the construction period, weather, air traffic or other operational factors may still result in delays.
MAA provides multiple methods to submit aircraft noise complaints. The primary methods include a noise complaint form on the Maryland Aviation Administration website, WebTrak and a 24-hour noise complaint and information hotline (410-859-7021). Note that filing a complaint simply enables BWI to hear directly from residents in the surrounding community. The airport is then able to disseminate the information to the FAA, airlines, public, and local representatives as requested. Flight operations remain under the direction of the Federal Aviation Administration (FAA), which is responsible for managing aircraft routing and ensuring safe separation of aircraft.
Yes.
Construction activities will generally occur 7 days per week throughout the project. Some activities, particularly the rehabilitation of the runway intersection, must occur during scheduled overnight closures to maintain safe airport operations during daytime hours.
Local roadways surrounding BWI Marshall Airport may experience additional construction traffic throughout the project duration. There will be additional truck traffic on Aviation Blvd and Dorsey Rd to/from the major highways (Rt 195, 97, 100). We ask customers to plan accordingly, and temporary impacts will be clearly signed as needed.
