PENNELL, A.A.E., is the Chief, BWI Operations & Maintenance, for the Maryland Aviation Administration (MAA), at Baltimore/Washington International Thurgood Marshall (BWI Marshall) Airport. In this capacity, he is responsible for airport operations, security, grounds and facilities maintenance, utilities, fleet maintenance, janitorial services, ARFF, and emergency medical operations for BWI Marshall. Prior to his appointment at the MAA, Pennell served as the Area General Manager for Signature Flight Support/ASIG from December 1989 to July 2003. He was responsible for financial and operational decisions at BWI Marshall, Ronald Reagan National, and Philadelphia International Airports.

He served in the United States Army Reserve as a Chief Warrant Officer – Aviator from May 1984 until May 1990 earning both rotorcraft and single/multi-engine fixed wing commercial instrument pilot certifications.

Mr. Pennell is a graduate of the Harvard Kennedy School Executive Education Program for Senior Executives in State and Local Government and is an Accredited Airport Executive of the American Association of Airport Executives.
